(1) People who are committed to the same political ideology, philosophy and program may form a political party to conduct their political activities under the constitution and this act.
(2) When forming a party according to sub-section (1), the manifesto and program of the party shall be made public.
(3) The party formed in accordance with this section may promote or cause the public to support and cooperate with its objectives and programs.
